Dr. Leroy P. Jones has been a Professor of Economics at Boston University for the past 20 years and holds a Ph.D. in Economics from Harvard University. His entire professional career has been devoted to policy reform in Developing and Transition Economies. He has undertaken more than one-hundred-and-fifty consulting assignments in more than 40 countries. While he works in the areas of privatization and SOE reform, regulation, industry, pricing, cost-benefit analysis, taxation, public expenditure analysis, development and trade, he is best known for BIDE's path-breaking work in Public Enterprise Reform and Privatization. He has authored or co-authored 5 books and numerous articles in these areas. A large number of his writings deal with issues related to performance evaluation and performance improvement of public enterprises. For 22 years he designed, organized and lectured continuously at the every single annual summer workshop of the former Harvard Institute for International Development (HIID) on Public Enterprises in Developing Countries, and after 1992, State-Owned Enterprise Reforms and Privatization in Developing Countries.

Dr. Prajapati Trivedi is currently the Senior Economist for the World Bank and a visiting faculty at the Kennedy School of Government, Harvard University. He has worked as advisor on economic issues to governments in more than 25 countries in all regions of the world. As Senior Resident Economist for the World Bank in Saudi Arabia he managed a wide range of projects in areas such as privatization, regulatory reform, public sector reform and other areas of public policy. Sectors covered include, Toll Roads, Railways, Water and Wastewater, Health, Education, Tourism, Electricity, E-commerce and E-Government. Dr. Trivedi is widely recognized for his pioneering work in developing and implementing a performance management system in the government for the President of Costa Rica. He has designed and implemented public sector reforms in a wide variety of sectors and countries. For example, he has designed performance management systems for public enterprises in Thailand, Bolivia, Venezuela, Korea, Pakistan, Philippines, India, Nepal, and Romania. He has also designed and implemented performance-based Management Contracts within the World Bank for private sector participation (PSP) in different regions of the world.
